FEBRUARY 10, 2009 MEETING MINUTES

CPR/AED AWARENESS TRAINING
It was recommended that employee awareness to the Good Samaritan Act (which holds first responders harmless from liability) be provided to address fears that some people may have about getting sued. It was also discussed to get buy in and support from managers to let their employees go to the training. (Another apparent obstacle is the length of the training, which is about 6 hours.) It was discussed to promote the idea on how important this training is at the workplace as well as at home (adult and child CPR). Using e-mails and bulletin boards were some ways to promote this training along with the revisiting the AED Save that occurred last year by our own employees John Litchfield and Latisha Swan.

Walk Way from terminal A West Departures Road to International Plaza II
The project for the walkway from the Departure Road to International Plaza 2 went out for bid. It was noted that a Shuttle Bus is available to/from IP2 to the airport terminals.

Workplace Violence Prevention (WPV)
Draft of the WPV training will be available soon. The WPV training will be implemented in three (3) departments: Department of Human Services (DHS), Recreation and the Library. It was noted that the majority of incidents in these departments were client to worker. The WPV cases in the DOA have mainly been co-worker to co-worker.

It was discussed that according to the Bureau of Labor Statistics, workplace violence is the third leading cause of fatality in the workplace (behind #1 motor vehicle accidents and #2 slips, trips, and falls). More troubling is that workplace violence is the #1 cause of workplace fatalities for women.

Safety Bulletin Boards
The safety bulletin board locations were finalized and Building Maintenance is going forward in ordering the cork. The bulletin boards will be made in-house using the DOA Carpenter Shop. The outer edge of the boards will be in a yellow and black (stripped pattern) to promote the safety message and increase visibility.

Workplace Safety Inspection Checklist
The workplace safety checklist was reviewed and a few comments were raised. Adding AED checks to that list and also a review of utilizing space heaters in the work place. An inspection of the airside and landside Operations offices has been scheduled for Wednesday March 18, 2009 with the DC 47 Safety Committee members.

Ergonomics Training
Kathy Black provided recommendations of the recently conducted ergonomics training. Jack McCourt will follow-up on the recommendations and individual employee workstation adjustments.

City-Wide Drug and Alcohol Policy
A copy of the City Drug and Alcohol Policy was distributed for review. It was noted that Mayor Nutter signed-off on an Executive Order indicating that this policy includes Exempt and Non-Rep employees.

It was noted that a “dry run” city-wide reasonable suspicion training session was conducted on January 8, 2009 for city-wide human resources managers, training managers, and safety officers. Based on participant comments to the “dry run” session modifications to the training curriculum will be made. The revised reasonable suspicion training curriculum will be presented on March 24, 2009 for city wide training approval. Once approved train-the-trainer sessions will be held so city departments will be able to train their supervisors and union shop stewards on the reasonable suspicion process.

Open Discussion / Issues / Comments

Smoking in City Vehicles
There was an issue about smoking in City vehicles resulting in second and third party inhalation problems in Operations vehicles. Due to severe allergic reactions that an OPS Officer has had and continues to have, it was discussed to designate a “smokers free vehicle”.

It was acknowledged that OPS personnel were not smoking in vehicles. It was due to second hand smoke or particulate on their person and transferring to the vehicle. This matter was being addressed at an upcoming meeting involving DC 47 and airport management.

AERO-CLINIC (A/B Connector – Secure Side)
It was commented that the AERO CLINIC located at the A-B link has hours of operation from 7:00 AM to 7:00 PM, 7 days a week.
